Potomac Valley AAU District Girls Basketball Committee Meeting Minutes – October 8, 2008
Call to Order and Clubs in Attendance
The October 8, 2008 meeting of the Potomac Valley AAU (PVAAU) was held at Falls Church High School in Falls Church, Virginia. Andy Stadnik called the meeting to order at 7:35 PM.
The following clubs were represented at the meeting:
· Cardinal
· Fairfax Stars
· Maryland Flames (arrived late)
· Maryland Lady Lakers
· Potomac Valley Classics
· Potomac Valley Vogues
· Team Sol
The following six clubs, constituting a quorum, were certified based on the PVAAU District Registrar’s registered clubs listing dated October 8, 2008: Cardinal (Stan King), Fairfax Stars (Aggie-McCormick Dix), Maryland Lady Lakers, Potomac Valley Classics (Andy Stadnik), Potomac Valley Vogues (Thomas Joost) and Team Sol (Saladin Reese).
Approval of Meeting Minutes from May 21, 2008
Mr. Stadnik asked the group to review the minutes from the August 8, 2008 PVAAU meeting. A motion was made to approve the minutes from the August meeting. The motion was seconded from the floor. The motion to accept the meeting minutes was passed by a vote of 7 to 0.
Reminder to Renew 2008-2009 Club Memberships and Information
Mr. Stadnik reminded all clubs to have coaches and managers to renew their AAU membership for 2008/2009. Athletes need to register using the 2008/09 club code. Those AAU members that had previously registered for multiple years need to contact AAU to update the club code.
Mr. Stadnik reminded clubs to email Jim Butler their current contact information for posting to the PVAAU Girls Basketball website. Mr. Stadnik pointed out that there is a PVAAU website that provides information on multiple PVAAU sports - /www.eteamz.com/pvaau/.
Key Calendar Dates for 2008-2009 AAU Fiscal Year
Mr. Stadnik quickly reviewed the schedule for the upcoming 2008/09 program year:
1/14 – DQT bids due
2/11 – DQT bids/hosts finalized
3/11 – DQT window, other issues discussed
4/8 – Draw Date
6/10 – Post-DQT review
PV Girls’ Basketball Committee Review of 2008-2009 Rules Proposals
Mr. Stadnik led a discussion of the proposed AAU GBB rules changes for 2008/09 to provide guidance to Stan King who will represent PVAAU at the upcoming AAU National Convention. He indicated that under AAU by-laws that proposals from the floor are not permitted at the convention. The chair of the Sports Committee w/ Sports Committee approval can submit proposals.
Proposed Rule Change #1 – Change of Player Divisions

A discussion on the Age Determining Date (ADD) was started, but was deferred since there was concern that this topic would consume a great deal of time, leaving no time for discussion of other proposed rule changes.
Proposed Rule Change #2 – Shot Clock
Proposed Rule:
Move that shot clocks be used only for tournaments sanctioned by the NCAA (14s through Open Division).
The consensus was that the shot clock be used for all age groups.
Proposed Rule Change #3 – National Championship Format
Proposed Rule:
All ages be played under the same format --- (5/6 team pools) single elimination with Championship and Consolation Bracket
The consensus was to not accept the proposal.
Proposed Rule Change #4 – Player Participation
Proposed Rule:
Allow girls to participate within the same club in any DQT, SRT, or National Championship in which they are eligible. Participation not allowed on two (2) teams in the same event.
The consensus was to not accept the proposal.
Proposed Rule Change #5 – Number of Teams Participating to Advance from District Qualifying Tournament

Proposed Rule Change #6– Pickup Players
Current Rule:
A team shall be allowed to add (pick up) a maximum of three (3) players to their official roster when advancing to a National Championship with an overall maximum of fifteen (15) players. (D-II and D-III teams may pick up a maximum of 5 players)
Proposed Rule:
A team that qualifies for a National Championship may add a maximum of five (5) players to its District Roster for the purpose of participating in the National Tournament by the entry deadline date of the event. The total number of players designated to play in the National Tournament may not exceed fifteen (15) players.
The consensus was to not accept the proposal.
Proposed Rule Change #7 –Teams to earn bid to Nationals
Current Rule:
Top Four Districts in 2007 National Tournaments Districts that finished in the top four of the 2007 National Championship will get an additional bid to the 2008 Division 1 National Championship.
Proposed Rule:
Top Eight teams in Division I Championship bracket and Top 4 teams in Classic Bracket receive a bid back to the Division I National Championship for the following year: These bids go back to the club and not the District. Teams must play in their District Qualifier for the bid to be valid unless approved by National Sports Chair.
Top Eight teams in Division II Championship bracket and Top 4 teams in the Classic Bracket receive a bid back to the Division II National Championship the following year.
Teams may receive an automatic entry into the 2009 Division I or II National Championship based upon the following:
a. Teams receiving automatic bids into the 2008 AAU National Championship must participate in the 2009 District tournaments.(Unless approved by National Sports Chair)
b. If an automatic bid recipient qualifies from the 2009 District tournament advancement structure, the automatic bid may be used by the club to advance another team from their club in the same age/grade division. If the club does not use the automatic bid to advance another team from their club, the bid will revert to the District to be awarded to the next highest place team not otherwise qualified.
c. All automatic entries advance to the older age level in ages 9U-16U (EXCEPTION: Jr. Girls} (Example: A 13:U/7th Grade team medals in 2008, the team receives an automatic entry into the 2009 14:U/8th Grade National Championship.)
d. Teams that earned medals in the 2008 Jr. Girls National Championship will receive an automatic entry into the 2009 Open and Jr. Girls National Championship.
The consensus was to not accept the proposal.
Proposed Rule Change #8 –Bench Personnel
Current Rule:
All teams must have at least 2 and no more than 4 registered bench personnel during all games.
Proposed Rule:
All teams must have at least one and no more than four registered bench personnel during all games.
The consensus was to not accept the proposal.
Proposed Rule Change #9 – All American Awards
Proposed Rule:
All American Awards shall be presented to the Junior Division only.
The consensus was to not accept the proposal.
Proposed Rule Change #10 – Game Playing Times
Proposed Rule:
8u will use 7 minute quarters
9u and 10u will use 16 minute halves. 8u will use the Rawlings 27.5” ball and 12 ft free throw, but 9u will use the 28.5” ball and 15 ft free throw.
The consensus was to not accept the proposal.

There was vigorous discussion about the best way to create divisions. The rule used by the boys was discussed. Andy Stadnik indicated that the current AAU boys rule was based on the FIBA rule.
The consensus of those in attendance was to modify the proposal to reduce the possible age difference between players in the same division.

It was agreed that moving the limiting date to as far back as July 1 would be acceptable.
As the meeting was running late there was a quick discussion of the proposals that the PVAAU Girls Basketball Committee plans to submit to the National Convention for consideration.
Proposed Rule Change #3 – Nationals Location
AAU GBB should revisit all bids for Nationals host sites for the next three years in order to choose locations that would encourage more participation.
The consensus was to submit the proposal as written.
Proposed Rule Change #4 – Admissions Fees
AAU GBB should eliminate all admissions fees for AAU Nationals, because it is a significant expense that prohibits many families and parents from watching their own children compete at AAU Nationals. Allow higher tournament entry fees by $200-$300 per team.
The consensus was to submit the proposal, but to strike the last sentence.
New Business
One new business item was brought before the committee.
Mr. Stadnik indicated the Fairfax Stars’ appeal for use of an ineligible player during the most recent PVAAU DQT was denied by the AAU National Office. Ms. McCormick-Dix of the Fairfax Stars indicated that the ruling had been appealed. Based on information Jody Patrick received earlier in the day from the AAU National Office and relayed to Mr. Stadnik, Mr. Stadnik indicated that the National office had not received an appeal and that the 30 day window for submitting an appeal had expired.
New Meeting
The next PVAAU meeting was scheduled for November 12, 2008. The meeting adjourned at 9:35 PM.
